This study examines the possible relationship between RLS and spinal anesthesia and assesses the incidence and time course of new onset RLS in 202 patients undergoing spinal anesthesia for a variety of surgical procedures.
The occurrence of new-onset RLS after spinal anesthesia was associated with low mean corpuscular volume and mean corpuscular hemoglobin, suggesting that iron deficiency may influence susceptibility.
The researchers concluded that transient RLS can indeed be induced by spinal anesthesia, although the mechanism by which this occurs is not clear.

I don't know the statistics about spinal versus general, as far as risk, but my anesthesiologist told me, before my hydro last week, that they much preferred to do a spinal rather than general because the risks were lower with a spinal.
I prefer spinal anesthesia, but some don't want to be awake.

 News - Unilateral Spinal Anaesthesia Can Shorten Time to Discharge in Outpatient Knee Arthroscopy
Patients who received unilateral spinal anaesthesia prior to knee arthroscopy spent less time in hospital and were as satisfied with their management as were patients who received bilateral anaesthesia, according to a prospective randomised study.
The authors conclude that unilateral anaesthesia for outpatient arthroscopic knee surgery is preferable to bilateral spinal anaesthesia in regards to the incidence of complications, time to discharge, and patient acceptance.
One patient in the unilateral group (2.8%) compared with 4 in the bilateral group (11.4%) said if they needed surgery in the future they would prefer a different anaesthetic method.
