The argument was that the microfilariae of O.volvulus are only found in the anterior ocular chamber, in the skin and in the lymphatic system; that they, in contrast to microfilariae of other pathogenic filariae, are not found in the blood; and that they are unable to penetrate the blood-brain barrier to damage brain structures.
The objective of this paper is to acknowledge the pioneering Mexican research, conducted decades ago on the relationship of Onchocerca filariasis with epilepsy, in the light of recent investigations.

With the introduction of Mectizan in 1987, communities for the first time had two weapons: the Onchocerciasis Control Programme to attack the blackfly larvae through spraying and a new breakthrough medicine to provide direct relief from the intense itching and prevent blindness.
The program was the first large-scale health effort initiated by the World Bank.
Convinced the approach was worth a try, Robert McNamara, World Bank president at the time, organized an international effort to finance what became known as the Onchocerciasis Control Programme.
