An extension of the National Insurance Panel system, under which a doctor could set up anywhere he wished, and which has meant that some areas are over and some under-supplied with doctors, would be inconsistent with the obligation to provide a medical service for all.
The general principles of the Health Service will apply equally in Scotland, but there will be some differences in organisation, arising partly out of the concentration of 80 per cent of the population in the industrial 'waist' of the country, with the rest in sparsely populated areas.
The object is to provide for everybody a comprehensive service (with the temporary exception of dental and mental health treatment), irrespective of means, age, sex, or occupation, and to divorce it from questions of personal means by giving it, with a few exceptions, free of charge.

The one great financial benefit that the service conferred on many general practitioners was to relieve them from the burden of bad debts and the need to employ debt collectors.
