Although a premium support option that does not generate any savings solely from passing on higher costs to beneficiaries could be devised, it seems unlikely that a whole restructuring of the program would take place without using this mechanism to achieve some assured savings.
This restructuring approach places Medicare beneficiaries at risk.
Several important issues related to these proposals are beyond the scope of the current analysis but will be modeled at a later time.

 2004.07.15: HHS Announces Revised Medicare Obesity Coverage Policy
HHS Secretary Tommy G. Thompson today announced a new Medicare coverage policy that would remove barriers to covering anti-obesity interventions if scientific and medical evidence demonstrate their effectiveness in improving Medicare beneficiaries' health outcomes.
"With this new policy, Medicare will be able to review scientific evidence in order to determine which interventions improve health outcomes for seniors and disabled Americans who are obese and its many associated medical conditions."
Essential to this process is the submission of published, clinical trial data that demonstrate that obesity-related treatments improve the health of Medicare beneficiaries.

The Medicare Modernization Act of 2003 (MMA) created a federally subsidized prescription drug benefit available to all Medicare beneficiaries.
The drug benefit will be available through private stand-alone prescription drug plans (PDPs) or through integrated health plans like HMOs and PPOs that provide all Medicare-covered services, including prescription drugs.
The calculator illustrates out-of-pocket drug expenses for beneficiaries who sign up for the new program. These numbers do not include the effects of having other sources of coverage to supplement Medicare, such as employer-sponsored retiree health benefits, nor do they include the effect of subsidies that may apply for low-income beneficiaries.
