If someone is interested in some personal improvement (stress management, sleeping, procrastination, smoking, sports performance, etc)I usually feel like seeing a qualified hypnotist should be fine, but when the issue requires some specialized training, then it makes sense to seek out a professional with the proper background and training.
Although I have not worked with people who stutter, I have read extensive material that suggests hypnosis can be very effective in helping someone to overcome a stutter.
As far as how to find a qualified professional, I can only say that I would ask around -friends, doctors, etc for a recommendation, or if there is a professional organization (ie AMA) that you can contact for a list of psychologists who use hypnosis.
