The food security crisis that affected a number of Sahel countries in 2004-2005 highlighted once again the high level of vulnerability of the region's populations, which stems from a combination of contingent and structural factors.
The overall objective of this consultative process is to contribute to minimizing future food security crises, in the context of sustainable reduction of poverty in the region.
In particular, this process aims to provide a platform for the establishment of strategic and programmatic linkages between humanitarian and development actors, at both the national, regional and the international level, with regard to food security and its implications for human security.

 Department of State Washington File: Text: World Food Aid Needs at Record Level, USAID Official Says
Where sufficient food is available for the local population -- yet widespread food insecurity and hunger exists -- we need a broader range of non-food famine prevention tools that can effectively address those factors that limit access to and utilization of those food resources.
A brief examination of three of these crises and our efforts to address the causes and effects of each, will help define for you and the committee the strengths that U.S. food aid resources can bring to bear on complex food security crises.
One of the most important lessons that we have learned is that food aid and humanitarian assistance alone will not prevent these crises from re-occurring, even in the short term.

As for tying peace and security to food issues, he said hungry people behaved differently.  When people were fed they began to learn and were less likely to be violent.  The Programme had used food to some degree in conflict resolution in Angola and Sierra Leone in exchange for laying down weapons.
FAYSSAL MEKHAD (Syria) said that food security was an important issue, on which the Council had not spent enough time.  As previous speakers had pointed out, there were certain limits of the Council’s responsibility in that respect, and some issues were related to good governance.  Despite those constraints, the topic deserved to be developed further. 
It was clear that chronic hunger was growing in the developing world, and was still the main reason for medical shortcomings, he said.  That raised questions concerning the system and had to do with development policies.  He suggested that another meeting be called to address the food situation in Iraq.

 Renewal - Call for proposals Southern Africa
RENEWAL (Regional Network on Rural Livelihoods and Food Security) is a network of national networks in Eastern and Southern Africa that aims at enabling agricultural, food and nutrition relevant organizations to contribute effectively to the prevention and mitigation of HIV/AIDS in collaboration with affected communities and other sectors.
A recent SADC study suggests that the impacts of HIV/AIDS on food security in the context of the 2002 food emergency are strong and negative.
The challenge RENEWAL confronts is to enhance the understanding of the links between rural livelihoods and food security on one side and HIV infection and AIDS-linked illness and death on the other so that actions can be more conscious and targeted and their effects felt in years, not decades.

 FAO - TWENTY-THIRD REGIONAL CONFERENCE FOR AFRICA
Poverty, inequality, food and livelihood insecurity all influence the spread of the HIV/AIDS epidemic.
FAO has created a new inter-departmental entity in the Medium Term Plan, 2004–2009, entitled “Analysis and mitigation of the impact of HIV/AIDS on food security and rural development”.

 New Agriculturist 04-3: News Brief
The prestigious World Food Prize, called by some 'agriculture's Nobel', is shared this year by a Chinese and a Sierra Leonean scientist for their "breakthrough scientific achievements which have significantly increased food security for millions of people from Asia to Africa." The award, worth US$250,000, will be presented in October.
FAO emphasises that if control operations have to slow or cease in north-west Africa due to lack of funds, there will be a dramatic impact on food security in the region, and a desert locust plague could develop by the end of the year.
The Ugandan government has also announced that GM foods may be imported, but insists that they should be used "strictly for consumption" and not for cultivation.

The FDA consists of the centers for Drug Evaluation and Research, Biologics Evaluation and Research, Food Safety and Applied Nutrition, Veterinary Medicine, Devices and Radiological Health, and Toxicological Research.
The FDA was first established in 1931; in 1940 it was transferred from the Dept. of Agriculture to the Federal Security Agency and in 1953 to the Dept. of Health, Education and Welfare, which was redesignated as Health and Human Services in 1979.
The Food, Drug, and Cosmetic Act of 1938 and various bills since have strengthened government control by requiring prior-evidence-of-safety tests and procedures for new drugs, pesticides, and additives and colorings in foods and cosmetics.

 USAID Telling Our Story: Indonesia - Therapeutic Feeding in West Timor Saves Lives
USAID is funding food security programs implemented by CARE to provide nearly 6,000 metric tons of Title II commodities (rice, beans, corn-soy blend, vegetable oil and non-fat dry milk) to approximately 62,500 people affected by the crisis, including 2,500 malnourished children.
USAID has helped to effectively reduce the rate of malnutrition among its target population from 25% to 7% through a combination of programs including general food distribution, therapeutic and supplementary feeding programs, food-for-work activities, seed fairs, agricultural extension services, basic health services, and behavior change communication strategies.
